Shall the Board of Education of the Holden R-III School District, Missouri, without an estimated increase in the current debt service property tax levy, borrow money in the amount of Eight Million Dollars ($8,000,000) for the purpose of providing funds to implement District-wide safety and security improvements; to complete energy efficiency upgrades to the heating, ventilation, and air conditioning (HVAC) systems and lighting; to repair and replace roofs; to patch and pave parking lots and bus drives; to construct a District storage facility; to improve technology infrastructure; to construct, update, and/or improve the playground and athletic facilities; to the extent funds are available, complete other repairs and improvements to the existing facilities of the District; and issue general obligation bonds for the payment thereof? If this proposition is approved, the adjusted debt service levy of the School District is estimated to remain unchanged at $0.9094 per one hundred dollars of assessed valuation of real and personal property.

On April 5, 2022, voters within the Holden R-III School District boundaries will be asked to consider a no-tax-increase bond question to fund continued improvements to aging district facilities. The total bond is estimated at $8,000,000. Passage of the bond issue will not increase the district’s property tax levy, which is currently $4.5900.
The Holden R-III School District follows a long-range Facilities Plan to ensure the continued improvement and revitalization of campus buildings and grounds. In 2019, the community passed Proposition K.I.D.S. which made it possible to complete foundation repair on Holden High School, installation of LED lights to reduce energy usage, roof repair at Holden Elementary and the high school, replace many old HVAC units at the high school and elementary, update the science lab classroom at the high school, remodel the middle school front office and entry for added security and usability, and smooth and pave parking lots across the district.
Approval of the current bond issue, Proposition FORWARD, would provide funding to upgrade security systems, replace remaining older HVAC units, update the playground and athletic facilities, and improve technology infrastructure. Other necessary projects would complete paving of the bus drive and remaining gravel lots on campus, restroom renovations to increase accessibility, and general maintenance such as painting and sealing of buildings.
Over 1400 students and staff are in our buildings each school day, so normal wear and tear happens just as it would at any home or business. With the long-range Facilities Plan and the support of the Holden community, we are confident that Holden R-III School District will be able to economically address critical repairs and stay on top of maintenance to keep our campus a safe and innovative place to learn and grow.
